David Maxwell of the Foundation for the Defense of Democracies; Thomas Callendar of the Heritage Foundation; James Campbell of the U.S. Navy; Marina Hague of the U.S. Department of Commerce; Bruce Klingner of the Heritage Foundation; and Shane Smith of the National Defense University.
